Militarily,
there have been no changes relating to
to the internal or external threat to Hong Kong which have materially affected the tasks performed by the RN in Hong Kong waters since CDS 7/87 was issued.
b.
Military Credibility. Notwithstanding the fact that any extension of the naval presence afloat in Hong Kong waters would principally stem from a political commitment, any naval force provided must possess capabilities appropriate to the role and tasks to be fulfilled in order to command respect and convey military credibility and indeed, to provide a sensible basis for considerations implicit in the study.

c. CBF Hong Kong's Concept of Operations. The future RN force afloat in Hong Kong must underwrite CBP Hong Kong's Concept of Operations. This centres on enabling the Garrison to contain any IS disturbance while simultaneously deterring the threat of Chinese intervention through demonstration of sovereignty оп Hong Kong's borders,
