HONG KONG GARRISON WITHDRAWAL PLAN (CDS 7/87) - FIRST REVISE SECOND DRAFT

1. Thank you for the opportunity to comment on Reference A.

I would support the proposal that the title 'Sovereign Force Hong Kong' be formally adopted as you suggest and would see Ex PURPLE VENTURE 92 as being an appropriate opportunity to test the contingency reinforcement plans for Hong Kong.

3. I note, and fully endorse, the statement in paragraph 22 that the Queens Gurkha Signals will be required until the final withdrawal. It will assist me in countering single Service attempts to reduce communications staffs in Hong Kong prematurely.

4. With the proposed continuation of a significant naval presence until final withdrawal in addition to other forces I consider that paragraph 38 should be rewritten as follows:-

Sufficient supporting CIS facilities commensurate to Operations will require to be provided in Hong Kong throughout the period of withdrawal. Their eventual removal or abandonment will need further study.
