the 100 tonnes threshold applies only to
the combined weight of air and surface
mails exceeding 100 tonnes and both the
air and surface terminal dues are settled
in one single the terminal dues account;
or
(ii) the 100 tonnes threshold applies to the
weight of air and surface mails which is
separately counted with their respective
weight over 100 tonnes, and the air and surface terminal dues are separately
settled in separate accounts. The postal
administration with mails received over
100 tonnes must apply the same rate system
for both air and surface mails.
(d) The proposal for introducing a systematic and
permanent weighing of all mails exchanged would
cause operational problems to the postal administration of Hong Kong. We prefer to
maintain the present system of detemining the
annual weight for surface mail by statistical
exercise.
(e) The proposal for the separate bagging of LC and
AO during the statistical month is
indispensable to the success of the new
terminal dues system. However, we suggest that
instead of classifying the mails into LC and
AO, the mails should be divided into "letters"
and "packets". Letters would be defined as any
item weighing less than 30g irrespective of
whether the item is a first class item or a
