Having had entrusted to me by Her Majesty's Secretary of State for Foreign and Commonwealth Affairs authority to conduct external relations on behalf of Hong Kong as follows, namely to negotiate, conclude and implement agreements in the field of agriculture and fishery resources with states, regions and international organisations, I hereby instruct you to sign the Agreement on the Network of Aquaculture Centres in Asia and the Pacific, opened for signature in Bangkok on 8 January 1988; and to deposit the Instrument of Ratification with the Depository of that Agreement.
