PROPOSED MULTILATERAL TREATY ON THE PROTECTION OF SEMICONDUCTOR TOPOGRAPHIES

Further to our recent correspondence on the above, I enclose a copy of the draft of the Treaty which is to be considered by the Diplomatic Conference next May.

I should be particularly grateful for comments from the FCO on the points raised in my letter of 14 December concerning UK representation at the Diplomatic Conference. In particular, we need to inform WIPO of the names of the UK Delegation by 6 March and I should be grateful if the FCO would advise us of the name of their legal adviser who will be coming along.

Although it is quite possible that the Conference will not succeed in agreeing the text of a Treaty we must I think be in a position to sign any agreed text at the Conference if this is necessary. To this end, I should also be grateful if the FCO would advise on how we should go about obtaining authority for the UK delegation to sign a Treaty.
