ANNEX
Negotiation guidelines

The negotiations aim at a multilateral treaty to be concluded under the auspices of WIPO on the legal protection of Integrated circuits. During the negotiations the Community should pursue the following
objectives:

The treaty should contain all provisions necessary to allow the EEC to become a party thereto, Including the right to vote on all matters covered by Community competence with a number of votes equal to the total number of votes attributed to the
Member States parties to the treaty.

The treaty should be based on the principle of national treatment and should apply to layout-designs (topographies) of Integrated circuits whether based on semiconducting material or
not.
The treaty should, wherever possible, reflect the principles lald down In Directive 87/54/EEC bearing in mind nevertheless that the high standard of harmonisation necessary in the EEC should not be imposed on third countries, in particular developing countries, unless it is necessary to ensure effective
protection.
