'North/South' problems arise. I see absolutely no reason why the position would be any different on this occasion.
5. In any event, we have full responsibility for Hong Kong's external relations. We must ensure that Hong Kong's concerns are taken fully into account.

I am sure that Hong Kong will in due course wish to be included in the UK's ratification of the eventual treaty. That alone seems to me sufficient ground for allowing Miss Waters to participate.
