Paragraph (1) (Initial Entry Into Force)
If the specific reservation not to apply the Treaty retroactively
appiles to all layout-designs that exist at the date of entry Into
force for a Contracting Party, unnecessary uncertainty as to what is
protected is created. It would seem more reasonable to take as
reference date here the date of first commercial exploitation
somewhere in the world (or registration in the Contracting Party, if
that has occurred first).
