repeat its proposal on voting (Article C, Doc. IPIC/CE/IV/4).
In addition it seems advisable, as already suggested in November, to
delete from Article C any reference to competence, thus making it
clear that who will vote on a given question is an Internal matter
which third parties are not entitled to discuss or put into question.
Paragraph (4) (Ordinary Sessions)

Paragraph (5) (Rules of Procedure)
The majority for the adoption of the rules of procedure by the
Assembly should be specified in the text. The same majority as for the
rules of procedure for the Diplomatic Conference could be suggested.
Article 10 (International Bureau)
Community position
Acceptable, but as regards subparagraph (1) (H), if these funds are to
be taken from the General Budget it would be for Member States to decide
whether such a provision should be retained.
Article 11 (Amendment of Certain Provisions of the Treaty)

As regards the amendment of the technical definition, the proposal is
acceptable. But this procedure should not be extended to the rules
contained in Articles 9 and 10, and in particular not as regards the
voting right provision.
