Thank you for your letter of 14 April, received here to-day, which sets out clearly the importance to Hong Kong of participation in this Conference. As a result, I agree to the inclusion of a Hong Kong representative in the UK delegation, subject however to the following conditions:

that this is cleared with China. In this respect, I note that previous Chinese acquiescence related only to the meeting last November;
that the representative would be a silent participant (and not present at all during Community meetings). She would be perfectly at liberty to request that Hong Kong points are made;
that she would withdraw from the delegation if objections are raised to the presence in the UK delegation of a Hong Kong representative. This has been my concern all along, of course.
2. I am about to put up a submission to my Minister seeking authority for the policy we propose to adopt at the Conference. The submission will also give the names of our proposed delegation. Would you please let me have a sentence or two which I can include to explain Miss Waters' presence.
