Thank you for your letter of 13 September on the above and in particular on Hong Kong's representation on this committee.

I forwarded the suggestions you made in paragraphs 2 and 3 of your letter under reference and the Hong Kong Government are happy to go along with your proposals ie;
(i)
only one delegate
and
Miss Waters
(ii)

as far as possible any Hong Kong points will be put through the leader of the delegation but exceptionally Miss Waters could speak if necessary only after discussion with you of what will be said.
Unfortunately it will not be possible at this time to pursue the suggestion in your final paragraph for the reasons you state.
