Telecommunications Authority (TA) began in November 1982

entitled "Commissioning Procedures for INMARSAT Standard-A

Ship Earth Stations" published by INMARSAT under the

authority of the Council pursuant to Article 15(c) of the

Convention, "routing organisation" is defined as

through which the application for approval of a ship earth

station is forwarded to INMARSAT. The Hong Kong TA (along

with a number of other authorities from territories which

are not states) is listed in Attachment 4 as a routing
