Article 32 (3) of the Convention enables a Party to declare
to which Registers of ships, and to which land earth
stations under its jurisdiction the Convention shall
apply.
this article, the United Kingdom
Government, by a notification dated 22 August 1979
addressed to the Depositary, the Secretary General of the
then Inter-Governmental Maritime Consultative Organisation
(the name of which has now been changed to the
International Maritime Organisation), declared that the
Convention shall apply to the Registers of British ships
registered in ports of register in, inter alia, Hong
Kong. (A copy of this notification is at Annex A.) The
amended text of Article 32 (3) of the Convention will
enable a similar notification to be given in respect of
aircraft. The current UK Signatory to the Operating
Agreement is British Telecommunications plc (BT). The
People's Republic of China (PRC) is also a Party to the
Convention.
Its Signatory is Beijing Maritime
Communications and Navigation Company.

The UK Government consults the Hong Kong
Government on matters relating to INMARSAT which affect
the interests of Hong Kong. In this way the UK Government
is able to act in accordance with Hong Kong's interests.
