On the assumption that the PRC will qualify to be
represented on the Council after 1997, any such
entity participating in the investment share
should be permitted by the CPG to send
representatives (in addition to those from the
SAR Government) to attend any relevant meetings
of the Assembly of Parties, as part
part of the PRC
delegation, and be permitted to participate in
the Council in the capacity of an alternate and
on
a permanent basis, in accordance with Article
13 of the Convention and Rule 4 of the Rules of
Procedure for the Council.
Representatives of
the entity should also be permitted to attend in
an appropriate capacity other meetings referred
to in Article 17 of the Convention.
(d)
The PRC Signatory should act on behalf of such
entity in respect of all those matters connected
with Hong Kong's use of the INMARSAT space
segment (other than those referred to in
sub-paragraph
(g) below) which are the
responsibility of the
for Signatory under the Convention or the
Operating Agreement. In doing so, it should act
in accordance with the interests of the entity.
