(d) The PRC Signatory should act on behalf of any

in accordance with the interests of the entity.
(e) The SAR Government should be allowed to continue
to communicate directly with INTELSAT on routine
matters which are not specifically reserved for
some other channel of communication under the
Agreement and the Operating Agreement.
