representatives to

Wireless Group
has
sent
of
Parties (Agreement,
attend meetings of the Assembly
Article VII), as part of the UK
delegation, and to Meetings of Signatories
(Agreement,
Article VIII) and the Board of Governors (Agreement,
Article IX), as part of the delegation of the UK
Signatory. The Group also sends representatives to
meetings of INTELSAT at operational level, either as a
user of the space segment, or as part of the delegation of
the UK Signatory. These include meetings of the Board's
Advisory Committees, Special Committees, Budget and
Accounts Review Committee, Operational Representatives
Conference and Global Traffic meetings. A record of
attendances is at Annex B.

A user of the INTELSAT Space segment does not
need to be a Signatory. However, the first part of
Article 14(a) of the Operating Agreement provides that the
application for approval of an earth station to utilize
the INTELSAT space segment must be submitted to INTELSAT
by the Signatory designated by the Party in whose
territory the earth station is located. The second part
of the Article, which allows applications to be made by a
duly authorised telecommunications entity, is not relevant
in the case of Hong Kong because it relates only to earth
stations located in territory not under the jurisdiction
of a Party. Similarly, under the first part of Article
15(a) of the Operating Agreement,
any application for
