Corporal Punishment
Introduction
I am asked to make recommendations in pursuance of the Executive Council decision on 30th May 1984. Among other things the Council asked that no decision should be taken at this stage but that :-
(a) there should be a discreet but adequate review of current public opinion on the subject of corporal punishment; and
(3) there should be Fradlew of whether there
are adequate alternative punishments to corporal punishment for all offences, and of what restrictions on the use of corporal punishment it might be appropriate to impose in each case.
The purpose of this present paper is to conduct a review in terms of (b).
The Present Law

The Corporal Punishment Ordinance Cap. 222 in section 3 enacts as follows :-
(1) Where any male person apparently of or above the
age of 16 years is convicted by a Court of any offence specified in Part I of the Schedule, the Court may, in addition to or in lieu of any other punishment for such offence, sentence the offender to be caned.
