DEATH SENTENCE PASSED ON PANG SHUN-YEE
This note advises Members of t he decision of the Governor as to whether the death sentence passed on prisoner PANG Shun-yee should be commuted.

On 10 January 1989, after considering memorandum XCR (89) 13 (copy at Annex), Members, with one exception, said that they wished to refrain from giving advice to the Governor on this case. The Governor said that he would reflect
on the discussion in the Council before reaching a decision. Members would be informed of his decision in due course.

The Governor, having reflected carefully on the feelings expressed by Members; having taken into account the practice in Hong Kong adopted since 1973 in the light of the views of HMG; and having reconfirmed with Ministers that those views remain unchanged; has decided that the sentence of death on PANG Shun-yee be commuted to life imprisonment.
