With the aim of ensuring that a foreign law firm cannot establish itself behind a solicitor as a figure head in order to circumvent the rules, any domestic law firm employing a foreign lawyer should have a ratio of at least three solicitors as partners directing their full attention to the affairs of the firm, for every foreign lawyer so

employed.

For similar reasons

any foreign law firm having as a partner a solicitor should have a ratio of at least three foreign lawyers as partners directing their full attention to the affairs of the firm, for every partner who is a solicitor; and

any domestic law firm having as a partner a foreign lawyer should have a ratio of at least three solicitors as partners directing their full attention to the affairs of the firm, for every foreign lawyer who is a partner in the

firm.

Prohibition against touting

5.13

A foreign lawyer should not obtain or attempt to obtain professional business by

(a) directly or indirectly without reasonable

justification inviting instructions for such

business;

(b)

doing or permitting to be done without

reasonable justification anything which by its manner, frequency or otherwise advertises his practice as a foreign lawyer; or
