a further submission should be made to the Council on 11 April 1989 outlining the way forward. A copy of the Consultative Document and the proposed line. to take on publicity when releasing the Document, should be made available to Members.
RECOMMENDATION AND ADVICE SOUGHT

BACKGROUND AND ARGUMENT
The Consult at ive Document

The Consultative Document at Annex A set s out the details of the proposed scheme and has been designed to meet
concerns expressed by the Law Society. Chapter 2 is new and sets out a history of consultations so far.
Publicity

A press
conference will be held to explain the consultation exercise. Copies of the Consultative Document and the Fact Sheet will be made available to reporters one hour before the press conference begins and the Press Release (Annex B) issued thereafter.
