In order to ensure that a foreign law firm cannot establish itself behind a Hong Kong solicitor as a figure head in order to circumvent the rules, it will be suggested that any domestic law firm employing a foreign lawyer should have at least three local solicitor partners, who should direct their full attention to the affairs of the firm,

the affairs of the firm, for every foreign lawyer so employed.

For similar reasons, it will be proposed that any foreign law firm having a Hong Kong solicitor

as a partner should have at least three foreign lawyer partners who should direct their full attention to the affairs of the firm, for every partner who is a Hong Kong solicitor.
