A number of areas have been identified where Hong
Kong considers international legal assistance desirable.
These are set out in Annex A, with safeguards proposed for
particular heads of assistance.
Grounds for refusing assistance
17.
In addition to the safeguards proposed, it is
intended that there should be mandatory grounds for refusing
assistance. These grounds, many of which are relevant to any
future arrangements with the PRC, are set out in Annex B.
