It would be necessary to consult the Chinese before embarking upon negotiations for a network of international agreements since we would wish the agreements to last beyond 1997. Tactically it is considered best to defer discussions of HK/PRC arrangements at least until after the principles for the establishment of Hong Kong's bilateral agreements have

been agreed with the Chinese.

Subject to Members' agreement, we intend:

Joint Liaison Group on Hong Kong's need

for enhanced mutual legal assistance

and our intention to enter into

international agreements. The

objective will be to secure the

understanding and acceptance by the PRC

of the principles of Hong Kong's

agreements. For this purpose a draft
