and Cooperation among States in accordance with the Charter of the United Nations (GA Resolution 2624 (XVV) of
24 October 1970) is also cited, together with the preamble of the 1951 Convention relating to the Status of Refugees which appeals to States to "do everything within their power to prevent this problem from becoming a cause of tension between States".
5. All of this is rather nebulous, I am afraid, but nothing. more concrete comes to mind.
