Situation

The authority for such action will come from Col Polmil to MARPOL. The actual operation will involve Royal Navy vessels who will do all towing outside Territorial waters and Mardep who will be involved in assessing the seaworthiness of these vessels.
Launches of the logistic unit will carry out the tow in HK waters when available, otherwise Sector launches will perform the task.

The vessels to be removed will fall into two categories. · First, those that are on or near the Territorial boundary and the second, those which have already entered Hong Kong and are detained at a quarantine anchorage or other place within the Harbour area.
