I had a metting with my opposite number at the Treasury this morning to discuss the Secretary of State's letter to the Chef Secretary asking for extra funds for Vietnamese Boat People for this and furture financial years.

Provided we are prepared to delay any bid for the reprocessing centre until we have a firmer idea of timing and costs, the Treasury are content to agree to the remaining expenditure requested for this year because we can find offsetting savings from within our current provision. Certain formalities, including an arranged PQ are required, but we should be able to give the go-ahead within a few days.

We discussed provision for 1990/91. Departments' Estimates for next year are due in to the Treasury today. Our draft at present includes nothing for Vietnamese Boat People. The Treasury understand that the whole subject is liable to change, but would prefer us to submit a best estimate of requirements for next year.

If circumstances change in the next month or so, it would be possible to adjust the Estimate at any time up to the final proof stage in February. Are we content that the £14 million for 1990/91 shown in the Annex to the Secretary of State's letter is the best figure we can provide at present? I right in presuming that the ODA would include provision for "Mandatory repatriation; aid to Vietname" on their Vote? Would all the rest, including monitoring, fall on the Diplomatic Wing Vote? (I am copying this to Ken Grimshaw in the ODA for answers to the two last questions.)

I should be grateful for an early reply by telephone. I will then discuss with the Treasury how they want to proceed so as to obtain the Chief Secretary's approval for funds in 1990/91.
