is made available but only for emergency actions and for relatively small-scale NGO projects. If we wished to do so, it would be open to us to propose to the Commission and to our Community partners that assistance under the Asia Latin America Programme and under the EC's food aid programme should be extended in future to Vietnam. Before launching such an initiative in Brussels it would be important to undertake bilateral lobbying to ensure that necessary support would be forthcoming from the Commission and from our Community partners.

13. If the Vietnamese respond positively to our approach, necessary action would be as follows:

a Ministerial decision to go ahead with extension of the Joint Funding Scheme to Vietnam;

an approach through our Executive Directors to the IMF/IBRD
and ADB to signal our latest thinking on restoring normal relations between Vietnam and the IFIS;
a demarche in Paris to consult the French about possible further action to put together bilateral finance in support of an adjustment package;
further consideration of possible action on EC aid.
