These are recurrent costs incurred by the Hong Kong Government on personal emoluments and departmental expenses for staff and activities relating to Vietnamese refugees and boat people.
These are recurrent costs initially incurred by the Hong Kong Government on care and maintenance of Vietnamese refugees and boat people in closed centres and detention centres, but subsequently recovered from the UNHCR.
During the period from 1979 to 1982 prior to the introduction of the closed centre policy, all Vietnamese refugees lived in open centres where the UNHCR met directly their basic care and maintenance costs. Such costs are in the oruer of $183.3 million.
HKG has also contributed HK$1 million towards the UNHCR appeal on voluntary repatriation of VBP.
The figure of $112 million reimbursable by the UNHCR may be revised upwards depending on the arrival rate of VBP.
