1. As you know only too well, the Vietnamese Boat People problem continues to raise the spectre of the need for substantial resources. We are, of course, working hard to minimise this requirement.
2. I thought you would be interested to see the attached telegrams describing how the recent meeting of SC3 has .gone. Progress has not been particularly encouraging,
notwithstanding our efforts.

There are a number of extremely sensitive telegrams circulating about how we should develop our policy.
I am afraid that I cannot circulate these at the moment, although I shall be happy to discuss how things are progressing at various points along the way.
4.
You will appreciate that neither this letter nor its attachments constitute a bid for extra resources. That is likely to arise in due course!
