The organisations concerned would in any case be
involved in administering the financial assistance
programmes at (d) above and would be on the look-out
for any perverse effects (ie round tripping) that the
scheme might generate. It is very difficult at this
stage to estimate with any accuracy what sums might
be required. Depending on the pace at which non
voluntary repatriation gets underway, we estimate
that up to £250,000 might be needed in the current
financial year, with increased expenditure in
subsequent years.

My main concern is to ensure that there is provision
for expenditure in the current financial year in the
areas indicated above and to secure your agreement in
principle to the expenditure in subsequent years which I
have described. I have identified an additional
requirement in the current financial year of £10.85
million, which is likely to be partially offset by
funds earmarked for the Regional Processing Centre which
will not now be required and by savings on other areas of
our existing programme. For convenience the sums
involved are summarised in Annex E.
