The outstanding funding questions arising from
decisions taken by OD (K) on 4 October are as follows:

We have agreed to assist the Hong Kong Government to
make improvements to the emergency accommodation
under construction, so as to ensure that it is secure
and able to withstand severe weather conditions.
Hong Kong Government have estimated that £5.6 million
will be required from us in the current rinancial
year. A detailed breakdown of expenditure is set out
at Annex A.
(b) Long term accommodation
The Hong Kong Government have asked us to make a 50%
contribution to the funding of a new long-term camp
on Tai a Chau to provide accommodation for the
inevitable influx of Vietnamese boat people in spring
and summer 1990 and to allow other camps in much
needed development areas to be shut down in due
course. The Hong Kong Government estimate that
£13 million will be required from us, £5 million
falling in the current financial year. The case for
this expenditure is set out at Annex B.
