VIETNAMESE BOAT PEOPLE IN HONG KONG: FINANCING QUESTIONS
Problem
1. To secure Treasury approval for the various outstanding funding requirements arising from decisions taken by OD (K) on 4 October about Vietnamese Boat People.
Recommendation
2.
I recommend that the Secretary of State writes to the Chief Secretary along the lines of the attached draft minute. RMD Finance Department, SEAD and the ODA agree. The terms of the draft minute and annexes have been discussed with the Treasury and
reflect their comments.
