You have already seen a copy of Mr Clements' minute of 7 November, commenting on Hong Kong Department's draft submission seeking further resources from the Treasury in connection with repatriation of Vietnamese boat people.

2.

There has since been further discussion of this in which Finance Department has been concerned with the need for Ministerial cover for any ODA involvement in this operation; and the feasibility of what might be envisaged, including the attitude of NGOs.

3. As I told you this morning, I have now agreed with Hong Kong Department that a revised submission will be routed through Mrs Chalker. It is not now suggested or implied that ODA funds would be committed until 1990-91, but you will no doubt wish to advise Private Office in the context of the submission, of what ODA assistance is envisaged.
