sure that the best way to do this, at least initially, will be by working
through the NGOs, and I was encouraged by the initial reaction we received
from the Heads of the main British NGOs at our recent meeting. Direct
Government to Government aid may come later, depending on developments in
Indo-China generally and Vietnam's relations with the IFIs, but is likely to
take some time to have a direct effect on the situation of the returnees.
4. The next round of negotiations with the Vietnamese will be of
considerable importance to the future direction of the programme and related
reintegration assistance. I should like an ODA official to be included in
our delegation.
