VIETNAMESE BOAT PEOPLE: REPATRIATION

1. The Chief Secretary is being advised by his officials to react quickly and positively to the Secretary of State's request for funds to cover the costs of repatriation. The terms of his response are still being drafted, but in briefing for tomorrow's meeting with Tach, you may assume that financial approval will be given.

2. The domestic procedures for producing the money are likely to be fairly complicated. They will probably require access to the Contingencies Fund and a subsequent call on the Reserve. SEAD will need to be in close touch with Finance Department about detailed action. I have told the Treasury that in my personal opinion it is unlikely that we will draw down in the current financial year the full amount sought and that we may therefore need to submit a late PES bid in the autumn.
