1. Lord Glenarthur has seen Hong Kong telno 2125 and FCO telno 1378 to Hong Kong. He has commented that we should not allow ourselves to get bogged down in the dispute about which supplier of prefabricated structures is chosen. There is an urgent practical problem here; the essential factors determining our response should be speed and value for money.
