6. The other 2 ideas, for tented camp sites at Sek Kong and High Island, for a total of up to 9,000 more people, will have to be considered as a new, separate matter. Possibly after discussion at OD, your Secretary of State will need to put to the Chief Secretary a further proposal for expenditure on those 2 items if he decides to pursue them further.

Meanwhile, we propose to let the Chief Secretary know what has transpired and to deal with that part of the request for an advance from the Contingencies Fund which covers the tents and prefabricated buildings at Whitehead, (ie £3 million). The Contingencies Fund can only be used for expenditure that needs to be made before approval of a Supplementary
Supplementary Estimate. I should therefore be grateful for an urgent indication of how much of the £3 million will have to be spent before the Christmas Recess. shall also need from you a draft Parliamentary announcement, mentioned in Government Accounting, Sections B 106 and 110.

Finally, given that the Contingencies Fund is to be used for a new service, I do not think it would be proper for any payments to be charged elsewhere before the advance becomes available. I will ensure that the request for the advance is processed expeditiously as soon as you come back to us.
