VIETNAMESE BOAT PEOPLE IN HONG KONG
1 We had a brief discussion on 30 November and 7
December. This minute describes our plans for the first
repatriation and my thoughts on the way ahead thereafter.
2 The Vietnamese have confirmed Tuesday 12 December for
the first repatriation operation. I enclose a copy of
the detailed operational plan which we and the Hong Kong
Government have drawn up. A Cathay Pacific Tristar
carrying 51 returnees is scheduled to depart from Hong
Kong at 0500 hours local time (9 pm London time on 11
December). The flight will last 2 hours, with the
handover taking place at around 7.30 am local time (11.30
pm in London). The aircraft should be back in Hong Kong
at 11.25 am local (3.25 am in London).

3 The plan involves about 100 counsellors, interpreters
and welfare officers of the Correctional Services
