VIETNAMESE BOAT PEOPLE
1. As discussed at this morning's meeting, Mr Maude would like to see today proposals for how to bring to a head firm agreement with the Vietnamese (on regular compulsory repatriations and on a quick turn-round scheme) before SC3 resumes on 18-19 January. He considered that, if necessary, we should try to reinstate the Geneva Conference.
Could we also have copies of the texts of our present agreements with the Vietnamese (the October 1988 communiqué, the 26 June agreement and the detailed minute), for the box tonight.

Mr Maude would also be grateful for a copy of the draft options paper prepared by Hong Kong, mentioned by Mr Haswell.
