The Prime Minister and the Foreign Secretary had a brief discussion this evening on the Vietnamese Boat People. Foreign Secretary said that we had undertaken to give the Vietnamese government two weeks notice of any intended repatriation. He proposed to give such notice shortly, so that the first repatriation could take place fairly soon after the Prime Minister's visit to Washington, where she would tell the President what we had in mind. In practice no action would be
taken until after the meeting between President Bush and President Gorbachev on 2/3 December.
