1. In accordance with the Comprehensive Plan of Action
adopted at the International Conference on Indo-Chinese
Refugees held in Geneva on 13-14 June 1989, the
Vietnamese and British sides reiterated the need to intensify
measures to prevent illegal departures, to step up the
Orderly Departure Programmes, to promote resettlement in
third countries and voluntary repatriation.
Acting upon
its policy, the Vietnamese side considered forcible
repatriation as inappropriate. Taking into account the
burden borne by the Hong Kong Government, the Vietnamese
side agreed with the proposal of the British side concerning
the repatriation from Hong Kong of people who are determined
not to be refugees and who therefore have no prospect of
resettlement in foreign countries.
2. The first group will be returned as soon as possible.
Repatriation will be effected in accordance with the
modalities listed in the annex. After the successful return
of the first batch of repatriates, the process will continue
with such modifications as both sides consider necessary.

The British side will be responsible for the organization
of the repatriation and for the transportation of these people
to Vietnam. The Vietnamese side will receive all those who
have landed on Vietnamese territory according to the agreed
lists.
