Mr Maude has seen Alan Paul's submission of 9 August, which he found very helpful.

Mr Maude has suggested that:
(1) he or the Secretary of State should write to Hocké in the next few days offering a meeting with Mr Maude;
(2) We should continue our activity with the US as already agreed;
(3) we should approach the NGOs straightaway to establish the possibilities, in the first instance, for full time monitoring but also what other possibilities there are;
(4) we should certainly approach the NGOs urgently on counselling.
Mr Maude does not think that the resource implications should hold any of these activities up.
