Vietnamese Boat People
The Secretary of State has seen a copy of the minute of 8 August from PS/Mr Maude recording the office meeting on Vietnamese Boat People which Mr Maude held on 7 August.
The minute refers to the Geneva Conference in June as concluding that non-refugees should be returned to their country of origin. The Secretary of State assumes that this means that the issue was fudged at Geneva, on the basis that volunteers should return to their country of origin but that the fate of others should be left unclear. Is this understanding correct?
