Note by the Secretary-General
The Preparatory Meeting for the International Conference on Indo-Chinese Refugees, convened by the Government of Malaysia, was held at Kuala Lumpur from 7 to 9 March 1989. It approved by consensus the text of a draft Declaration and Comprehensive Plan of Action.

24 March 1989 from the Chairman of the Preparatory Meeting to the Secretary-General, the above-mentioned text is being brought to the attention of the Conference
