UNHCR will transmit the dossier of the applicants individually
or in batches to the Ministry of Foreign Affairs of the SRV in
Hanoi (or to any other agency designated by the Government for
that purpose).
Travel documents will be issued by the SRV Consular authorities
in the countries of first asylum; where the SRV does not have
such a representation, the SRV and UNHCR will seek authorisation
of the country of asylum to allow a representative of the SRV
Government to see the candidates and issue travel documents.

The SRV and UNHCR shall co-operate with countries of asylum with
a view to informing, in appropriate ways, potential returnees in
the first asylum camps and holding centers of the conditions of
reception and integration and particularly the principle
stipulated in paragraph 3(a) of the present Memorandum.

The SBV will ensure that each application is processed and UNECR
notified of the decision within three months from the date of
its submission by UNHCR to the SRV authorities in Hanoi.

Where, due to allegations of a serious common crime, the SRV is
unwilling or unable to waive prosecution in respect of an
applicant, UNHCR will be notified within the period set in
paragraph 4 above of such decision and of the detailed reason
for this decision. UNHCR will notify the applicant accordingly
and if requested by the applicant, will approach the appropriate
SRV authorities on the applicant's behalf.
