I submit a draft OD (K) paper for the meeting to be held on
4 October.

The draft is a collaboration between HKD and SEAD. I have
also discussed it thoroughly with Mr McLaren, and incorporated a number of his drafting suggestions.
3.
The draft still needs much further work on it. In particular,
(para 15) will need to be strengthened and the structure of the
paper (eg the position of the consideration of alternatives to
mandatory repatriation) could be improved. We can continue to work
on these and other aspects tomorrow, taking account of Mr Maude's
own views on the draft. A revised version will be submitted to the
Secretary of State for him to consider over the weekend.
