OD (K) (89)5: THE VIETNAMESE BOAT PEOPLE
Thank you for sending me a copy of the first draft of your paper for OD (K). I understand Len Appleyard has spoken both to the Foreign Secretary and to Robin MacLaren on the policy aspect. I attach photostats of the first and last pages of the draft with some amendments of lay-out to follow standard practice. Incidentally, this is paper No 5 in the OD(K)(89) series; we have already had a 4. It would be helpful if you could spell out NGOs in paragraph 16. I would recommend the insertion of a conclusions paragraph after existing paragraph 20 summarising your intentions for follow-up action, for which existing paragraph 21 could then recommend approval; this would help to focus the Ministerial discussion. You may also feel that the recital of CPA and SC2 formulae in paragraphs 13 and 14 is a little too detailed for Ministers and could be compressed somewhat.

The paper should be circulated to OD(K) by 27 October, and Treasury clearance should first be obtained.
