VIETNAMESE BOAT PEOPLE

- No date yet arranged for next involuntary repatriation flight.

Under our 26 June agreement, need to negotiate terms of next and

subsequent flights with Vietnamese.

Do not at the moment propose that next flight should be before the

resumption of the third meeting of the International Conference

Steering Committee on 18 and 19 January. Will work for

international agreement on repatriation procedures at that meeting.

There are about

Very few orphans are in the camps in Hong Kong.

1,000 unaccompanied minors for whom there are special arrangements

under the Comprehensive Plan of Action (CPA).

FAC evidence One hour on boat people discussion focussed on

repatriation exercise, statistics and money. Questions stern but all fielded successfully. Possible problem area to watch: Amnesty

International comments on screening procedures.
