in the United Kingdom or elsewhere in the Commonwealth. The Trust also supports research conducted in universities in Hong Kong and

promotes contacts and joint research projects between higher

educational institutions in Hong Kong and in the People's Republic

of China.

Argument

6. The Croucher Foundation has substantial funds at its disposal

for the promotion of educational ties between Hong Kong and the UK.

One of our current aims is to strengthen such ties as a way of

rebuilding confidence in Hong Kong. The Trustees are all very eminent figures in Hong Kong. It would therefore be entirely appropriate for the Secretary of State or Mr Maude to meet the

Trustees.

Unfortunately neither the Secretary of State nor Mr Maude will

be in the UK on 20 October. The Secretary for State will be at

be in his carlimenez CHOGM from 16 to 25 October. Mr Maude will also be abroad. Lord

Butterfield is already aware that Ministers are not available and

has suggested that an official might like to attend the lunch

instead. I understand that Mr McLaren would be available on

the day in question.

8.

Lord Butterfield has told us that the Trustees meet in the UK in

July and October each year and expressed the hope that the Secretary

for State might be able to meet them next year. I therefore

recommend that the Secretary of State should offer to meet the

Trustees on a future occasion.
