IDEAS ON HONG KONG POLICY

CONFIDENTIAL

1.

Radical Alternatives to Joint Declaration

Ignore 1997 termination of lease. Stay put and defy Chinese to

do their worst.

Accept validity of 1997 deadline, but return New Territories to "legitimate" government of China, ie Taiwan.

-

Return only New Territories to China, retaining Hong Kong Island

and Kowloon.

Use substantial Hong Kong Government Exchange Fund Reserves to purchase new 50 or 100 year lease; or to purchase foreign passports for Hong Kong citizens without sufficient means to do so themselves.

11

Negotiate new 30 year lease in exchange for a 30 year programme

to build road network in China.

- Create Independent State of Hong Kong (similar status to Singapore).

Hold referendum to allow Hong Kong citizens to decide their own future on basis of self-determination

Relocate Hong Kong somewhere else. Mass resettlement of entire population and institutions to recreate phenomenon elsewhere. Popular suggestions for sites include: Darwin, Australia, the Solomon Island, the Falklands, Liverpool and the outer Hebrides.

UK to review terms of Joint Declaration unless Chinese Government can give effective assurances of its ability to honour

its obligations.

United Nations to take out 100 year lease on Hong Kong.
